ASSIGNMENT CONTEXT AND OBJECTIVES
The ownership of the former law courts of Nantes changed hands in March 2004. Full of character (but non-classified), the building had stood empty since 2000. It was beginning to deteriorate, and in addition to being costly for the local authorities, security problems started arising due to the presence of a neighbouring square. In 2005, the Conseil Général de Loire-Atlantique – in concertation with the city of Nantes – began reflecting on what to do with the building at minimum cost for the local authorities.

- Market, definition and feasibility study
- Assistance in preparing specifications:
- Assistance in drafting the presentation of the technical aspects of the project
- Adaption of the work undertaken in the initial study phase to be presented in the annexes (synthesis of the market study, product concept assumptions, business plan, etc.)
- Assistance in identifying investors / operators
- In addition to publishing the tender in specialised media, targeted identification of investors (strategic approach on such a specific subject, in order to gather the maximum number of prospective applicants)
- Presentation of the project to candidates having expressed an interest during the on-site visit
- Assistance in selecting the winning applicant
- In concertation with the technical department of the Conseil Général, preparation of an analytical grid of the candidates
- Presentation of the candidates during the steering committee, question and answer session
- Assistance in initial negotiations with the candidates
- Assistance in selecting the winning team on the basis of adjusted applications
